Physical Therapy and Occupational Therapy Education Act of 1999 - Amends the Public Health Service Act to authorize grants to physical and occupational therapy programs for planning and implementing projects to recruit and retrain physical and occupational therapy faculty and students, develop curricula, support distribution of practitioners in underserved areas, or support professional development. Authorizes appropriations.
