A bill to amend the Energy Policy and Conservation Act to manage the Strategic Petroleum Reserve more effectively, and for other purposes.
Amends the Energy Policy and Conservation Act to extend from FY 1999 through 2003: (1) the authorization of appropriations to manage and operate the Strategic Petroleum Reserve; (2) authorities with respect to domestic supply availability; (3) the authorization of appropriations for interagency working groups and subgroups with respect to the domestic renewable energy industry and related service industries; and (4) standby energy authorities.
