Amending the Rules of the House of Representatives to require a two-thirds vote on any bill or joint resolution that either authorizes the President to enter into a trade agreement that is implemented pursuant to fast-track procedures or that implements a trade agreement pursuant to such procedures.

Amends rule XXI (On Bills) of the House of Representatives to require a vote of at least two-thirds of the Members voting before considering as passed or agreed to any bill or joint resolution that: (1) authorizes the President to enter into a trade agreement implemented by legislation that is considered by each House of Congress under procedures that preclude amendments (fast track); or (2) implements any trade agreement without being subject to amendment.
