Providing a sense of the House of Representatives that at least one-third of the budget surplus over the next 10 years should be dedicated to paying down the national debt of the United States.

Resolves that: (1) lowering the national debt should be a central element in the debate over the use of projected budget surpluses; and (2) at least one-third of such surpluses over the next ten years should be dedicated to paying down such debt.
