Rule provides for consideration of H.R. 3908 with 1 hour of general debate. Previous question shall be considered as ordered without intervening motions except motion to recommit with or without instructions. Bill is open to amendments. After general debate the bill shall be considered for amendment under the five-minute rule. Points of order against provisions for failure to comply with clause 2 of rule XXI are waived except for: page 58, lines 19 through 17. Before consideration of any other amendment it shall be in order to consider the amendments printed in part A of H. Rept. 106-549. The amendments printed in part B of H. Rept. 106-549 may be offered only at the appropriate point in the reading of the bill. All points of order are waived against the amendments printed in the report.
