Rule provides for consideration of H. Con. Res. 290 with 3 hours of general debate. Makes in order the amendment in the nature of a substitute printed in Part A of H. Rept. 106-535 as an original concurrent resolution for the purpose of amendment. Measure will be considered read. Makes in order five amendments in the nature of a substitute, printed in Part B of H.Rept. 106-535, each debatable for 40 minutes. Waives all points of roder against the amendments except that if an amendment in the nature of a substitute is adopted, it is not in order to consider further substitutes.
