Rule provides for consideration of the conference report to H.R. 3194 with 1 hour of general debate. Previous question shall be considered as ordered without intervening motions except motion to recommit. Waives points of order against the conference report and against its consideration. Provides that upon adoption of the conference report, the House shall be considered to have adopted a concurrent resolution that resolves that the enrolled copy of H.R. 2466, shall not be presented to the President, to the end that the bill be, and is hereby, laid on the table.
