Rule provides for consideration of H.R. 999 with 1 hour of general debate. Previous question shall be considered as ordered without intervening motions except motion to recommit with or without instructions. It shall be in order to consider as an original bill for the purpose of amendment, the amendment in the nature of a substitute recommended by the Committee on Transportation and Infrastructure now printed in the rule. Measure will be read by section. Bill is open to amendments. Before consideration of any other amendment, it shall be in order to consider the amendment printed in the report of the Committee on Rules (H.Rept. 106-103) if offered by Mr. Shuster or his designee. After disposition of this amendment, the provisions of the bill as then perfected shall be considered as original test for the purpose of further amendment.
