Previous question shall be considered as ordered without intervening motions except motion to recommit with or without instructions. Points of order for failure to comply with clause 4(c) of rule XIII or sec. 302 or 306 of the Congressional Budget Act are waived. The bill shall be considered for amendment under the five-minute rule. Points of order for failure to comply with clause 2 of rule XXI are waived.
