Rule provides for consideration of H.R. 819 with 1 hour of general debate. Previous question shall be considered as ordered without intervening motions except motion to recommit with or without instructions. After general debate the bill shall be considered for amendment under the five-minute rule. The Chairman may accord priority on the basis of whether the Member offering an amendment has caused it to be printed in the Congressional Record. The Chairman may (1) postpone a request for a recorded vote on any amendment; and (2) reduce to five minutes the minimum time for voting on any postponed question that follows another electronic vote. Measure will be considered read. Bill is open to amendments.
