To direct the Secretary of Agriculture to provide emergency market loss assistance to swine producers for losses incurred due to economic and market conditions in the United States beyond their control that occurred during a three-month period in 1998, and for other purposes.
Amends the Agricultural Marketing Act of 1946 to establish a temporary mandatory livestock reporting program for certain packers regarding livestock and livestock product prices, volume, and terms of sale.
Amends the Packers and Stockyards Act, 1921, as added by the Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 1999 (as contained in P.L. 105-277) to repeal provisions for the pilot price reporting investigation (concerning the reporting of certain meat and livestock price information.)
