To provide retrospective application of an amendment made by the Violent Crime Control and Law Enforcement Act of 1994 pertaining to the applicability of mandatory minimum penalties in certain cases.

Provides that provisions of the Violent Crime Control and Law Enforcement Act of 1994 pertaining to the applicability of mandatory minimum penalties in certain cases shall apply to all sentences imposed before, on, or after September 13, 1994.
