Amends the Transportation Equity Act for the 21st Century to make funds currently earmarked to replace the M-14-Barton Drive interchange in Ann Arbor, Michigan, available to conduct a study of alternatives to the interchange, including relocation on M-14 - U.S. 23 from Maple Road to Plymouth Road, mass transit options, and other means of reducing commuter traffic and improving highway safety.
