To extend the authorization for the National Historic Preservation Fund, and for other purposes.
Revises the requirement that Federal agencies use available historic properties before acquiring, constructing, or leasing buildings for agency purposes to require that such use be in accordance with Executive Order 13006, issued May 21, 1996 (61 F.R. 26071) (encouraging Federal agency use of historic properties located in central cities).
Makes technical and conforming amendments to the Act, including changing from mandatory to discretionary the authority of the Secretary of the Interior to administer grants in lieu of a program of matching grant-in-aid to the National Trust for Historic Preservation in the United States.
