To amend the Small Business Act to authorize a pilot program for the implementation of disaster mitigation measures by small businesses.
Disaster Mitigation Coordination Act of 1999 - Amends the Small Business Act to authorize the Administrator of the Small Business Administration, during FY 2000 through 2004, to establish a disaster mitigation program for making loans to enable small businesses to implement mitigation measures pursuant to a formal program established by the Federal Emergency Management Agency, except that no such loan may be extended to a small business unless it is otherwise unable to obtain credit for such purposes.
Authorizes appropriations.
