Protection of Seamen Against Economic Reprisal Act of 1999 - Amends Federal shipping law to prohibit a person from discharging, or in any manner discriminating against, a seaman for refusing to perform the seaman's duties when the seaman has a reasonable apprehension that performing such duties would result in serious injury to the seaman, other seamen, a vessel, cargo, or the environment. Sets forth requirements with respect to receiving such protection. Authorizes a U.S. district court in which a seaman has brought an action for wrongful discharge or discrimination to award such seaman costs and reasonable attorney's fees.
