Medicare Clinical Trial Coverage Act of 1999 - Amends title XVIII (Medicare) of the Social Security Act to: (1) provide for Medicare reimbursement of routine patient care costs for individuals participating in federally approved clinical trials; and (2) ensure coverage of such costs under Medicare+Choice plans.
Requires the Secretaries of Health and Human Services and of Labor to report jointly to the Congress on the costs associated with requiring that group health plans and health insurance coverage do not deny payment of routine patient care costs for services furnished in connection with federally approved clinical trials.
