To provide grants for the purchase of firearms to States and units of local government that enforce certain rules designed to protect the public from the misuse of handguns.
Prohibits a law enforcement agency from disposing of a firearm except by destroying it or transferring it to another law enforcement agency. Requires the disposing agency to notify the ATF with certain handgun identifying information.
Directs the National Institute of Justice to evaluate the effect of the grant program in reducing gun-related crime in participating jurisdictions.
