To amend the Social Security Act to prepare the Social Security Administration for the needs of the 21st century, and for other purposes.
Amends the Balanced Budget and Emergency Deficit Control Act of 1985 and the Congressional Budget Act of 1974 to prescribe additional limits for adjustments to discretionary spending limits for FY 2201 and 2002 Social Security administrative expenses.
Amends SSA title VII (Administration) to make Social Security administrative expenses off-budget.
