Designates 911 as the universal wireless emergency telephone number within the United States.
Requires any Federal department, agency, officer, or instrumentality, or any State or local government, that establishes or operates a wireless communications system for use by the public to report emergencies to ensure that such system accommodates such number and uses it for reporting emergencies.
