To amend the Federal Election campaign Act of 1971 to require candidates for election for Federal office to raise the majority of their contributions from individuals who reside in the State the candidate seeks to represent, and for other purposes.

Amends the Federal Election Campaign Act of 1971 to require a majority of contributions that may be accepted by a candidate for Congress to come from individuals residing in the State involved.

Prohibits a person from making a contribution through an intermediary or conduit, except that a person may facilitate a contribution by providing: (1) advice to another person as to how to make a contribution; and (2) addressed mailing material or similar items to another person for use in making a contribution.
