Industrial Conservation and Efficiency Water Act - Directs the Administrator of the Environmental Protection Agency to provide assistance to municipal entities and nongovernmental organizations whose mission relates to water conservation and efficiency to support non-Federal voluntary programs that seek to promote new technologies and processes to reduce the use of water and discharge of wastewater from commercial and industrial entities. Authorizes appropriations.
