To amend the Watershed Protection and Flood Prevention Act to authorize the Secretary of Agriculture to provide cost share assistance for the construction of reservoir structures for the storage of water in rural areas, and for other purposes.

Amends the Watershed Protection and Flood Prevention Act to: (1) authorize the Secretary of Agriculture to provide cost share assistance to project sponsors for the construction of reservoir structures for water storage and main water transmission lines to increase water supply in rural areas experiencing a severe problem with the quality or quantity of water; and (2) amend the definition of "works of improvement" to delete the requirement that a project must contain benefits directly related to agriculture, including rural communities, that account for at least 20 percent of the total benefits of the project.
