To amend the Agriculture Trade Development and Assistance Act of 1954 to authorize assistance for the stockpiling and rapid transportation, delivery, and distribution of shelf stable prepackaged foods to needy individuals in foreign countries.
Authorizes funds made available under this Act to be used by the Administrator to procure, transport, and store agricultural commodities for prepositioning within the United States and in foreign countries for needy individuals in foreign countries.
