To direct the Secretary of the Army to convey easement over certain lands in La Salle County, Illinois, to the Young Men's Christian Association of Ottawa, Illinois.

Directs the Secretary of the Army to convey to the Young Men's Christian Association (YMCA) of Ottawa, Illinois, a portion of the easements acquired for the improvement of the Illinois waterway project over a parcel of real property owned by such YMCA, known as the Ottawa, Illinois YMCA Site, and located at 201 E. Jackson Street in Ottawa, except that portion lying below a specified elevation.
