Small Business Health Insurance Expansion Act of 2000

To amend the Internal Revenue Code of 1986 to provide tax incentives to encourage small business health plans, and for other purposes.

Summary

Small Business Health Insurance Expansion Act of 2000 - Amends the Internal Revenue Code to: (1) allow for the deduction of 100 percent of the health insurance costs of self-employed individuals; (2) allow, for small employers, a limited credit for the expenses of employee health insurance coverage provided under a new health plan; and (3) provide for non-profit qualified health benefit purchasing coalitions.

Directs the Secretary of Health and Human Services to establish a State grant program to demonstrate the effectiveness of innovative ways to increase health insurance access through market reform and other innovations.
