To amend the Internal Revenue Code of 1986 to provide tax incentives to encourage small business health plans, and for other purposes.
Directs the Secretary of Health and Human Services to establish a State grant program to demonstrate the effectiveness of innovative ways to increase health insurance access through market reform and other innovations.
