To amend the Social Security Act to establish an outpatient prescription drug assistance program for low-income Medicare beneficiaries and Medicare beneficiaries with high drug costs.
Directs the Secretary of Health and Human Services to provide for a Medicare outpatient prescription drug benefit program that provides medication therapy management benefits.
Allows low-income Medicare beneficiaries and Medicare beneficiaries with high drug costs to elect to suspend Medicare supplemental (Medigap) insurance.
