To amend title XVIII of the Social Security Act to revise and improve the Medicare-dependent, small rural hospital program.
Revises the target amount and rebased target amount components of the formula for calculation of the operating costs of inpatient hospital services of Medicare-dependent, small rural hospitals that elect to apply such measurement.
Repeals the termination of the Medicare-dependent, small rural hospital program, including the authority to decline reclassification from rural to non-rural (thus making it permanent).
