Summary

Authorizes the Federal Energy Regulatory Commission, upon licensee request, to extend for three consecutive two-year periods the time period during which the licensee is required to commence construction of a specified hydroelectric project in Pennsylvania.

Provides for reinstatement of such construction license if it has expired before the date of enactment of this Act.
