To provide for the issuance of a semipostal for the American Battle Monuments Commission.

Amends Federal law to instruct the Postal Service to establish a special (semipostal) postal rate for first-class mail in order to afford the public a convenient way to contribute voluntarily to funding for the American Battle Monuments Commission.

Expresses the sense of Congress that this Act should not: (1) cause a net decrease in Federal funding for the American Battle Monuments Commission; or (2) affect regular first-class, or any other postage rates.
