To provide a temporary alternative to fingerprint-based background checks, allowing the Federal Bureau of Investigation the time necessary to put in place a national fingerprint-based system accessible by youth serving organizations, and for other purposes.
(Sec. 3) Expresses the sense of Congress that, to be effective, a background check must be fast, accurate, cost-effective, and performed on everyone having regular contact with young people in a youth service organization.
