To amend the North Korea Threat Reduction Act of 1999 to enhance congressional oversight of nuclear transfers to North Korea, and for other purposes.
Prohibits any such agreement, export license, or transfer of any such items unless Congress approves the President's report by enactment of a joint resolution.
Extends the prohibition against export, or approval for transfer or retransfer, to North Korea of any nuclear material, facilities, goods, services, or technology to any such item controlled under the Export Trigger List of the Nuclear Suppliers Group.
