To amend the Safe and Drug-Free Schools and Communities Act of 1994 to promote activities to improve pedestrian and bicyclist safety.

Amends the Safe and Drug-Free Schools and Communities Act of 1994 to include activities to improve pedestrian and bicyclist safety among activities to protect students traveling to and from school, which are authorized activities for State Governors' programs under such Act.
