To direct the Secretary of Health and Human Services to reduce the amount of coinsurance payable in conjunction with outpatient department services furnished under the Medicare Program, and for other purposes.
Medicare Hospital Outpatient Coinsurance Assistance Act of 1999 - Directs the Secretary of Health and Human Services, for a specified period, to provide for a reduction in the rate of coinsurance payable for certain outpatient department services furnished under Medicare (title XVIII of the Social Security Act) that would result in a specified aggregate savings to effected Medicare beneficiaries.
