Charles A. Lazzaretto Peace Officer Widows and Widowers Protection Act of 1999 - Provides that whoever maliciously, frivolously, or vexatiously files a civil action against the surviving widow or widower of a Federal law enforcement officer, arising out of the conduct of that officer in the course of duty, shall be liable for double damages and any other appropriate relief.
