To authorize the acceptance of endowment contributions for educational and cultural international exchange programs of the Department of State and the designation of such programs in recognition of the contributions.

Amends the Mutual Educational and Cultural Exchange Act of 1961 to authorize the Secretary of State to: (1) accept endowment contributions for educational and cultural international exchange programs of the Department of State; and (2) designate such programs in recognition of the endowment contributions if such programs have not been designated by law.
