To amend the Harmonized Tariff Schedule of the United States with respect to certain toys.

Amends the Harmonized Tariff Schedule of the United States to grant duty-free treatment under column 1, and provide a 70 percent duty under column 2, for dress-up sets and outfits (children's toys), marketed year-round for role-play activity, whether or not of textile materials, and parts and accessories thereof.

Amends the headnotes to chapter 95 of the Schedule to declare that the term "fancy dress, of textiles" does not include such articles.
