(Sec. 4) Authorizes certain assistance to Panama upon the President's certification and report, including: (1) grants for the construction of a new bridge across the Panama Canal and the construction of a new sewage treatment plant for Panama City; (2) an allocation of funds each year to the Cooperative Association of States for Scholarships program for scholarships for deserving students from Panama to study in the United States; and (3) certain preferential and duty-free treatment of, and no quantitative restrictions on, certain textile and apparel products (including certain other products) from Panama. Sets forth penalties and requirements for illegal transshipments and circumvention of existing quotas with respect to such products.
