To amend title 18, United States Code, to increase the penalties for possessing or using a firearm in the commission of a felony crime of violence or drug trafficking crime, and to require juveniles age 14 or older who so possess or use a firearm to be tried as adults.
Defines "juvenile delinquency" to exclude such violation committed by a person age14 or older (thus providing for their trial as adults).
