To amend the Agricultural Trade Act of 1978 to increase the amount of funds available for certain agricultural trade programs.
Authorizes and sets forth the conditions under which unexpended Commodity Credit Corporation export enhancement program funds may be used for market access or development programs.
Establishes FY 2000 through 2002 minimum funding amounts for the foreign market development cooperator program.
