Permits State of Louisiana lessees, for a specified period of time, to withhold payment of specified Federal offshore royalties owed to the United States under the Outer Continental Shelf Lands Act if they make certain payments to the State of Louisiana.

Requires such State lessees to present a quarterly report to the Director of the Minerals Management Service listing the Federal leases for which such royalty payments are withheld.
