To amend the Internal Revenue Code of 1986 to modify the private activity bond rules to deter unwarranted hostile takeovers of water utilities.

Amends the Internal Revenue Code to include as a private activity bond any bond issued to acquire a water utility or facility through governmental exercise of eminent domain. Sets forth exceptions.
