To amend title 18 of the United States Code to prevent stalking of minors, and for other purposes.
Expresses the sense of Congress that each State should have in effect by January 1, 2003, a law that makes stalking a minor under 16 years old a crime which does not have as one if its elements actual physical harm or contact.
Directs the Attorney General to prepare a model statute, based upon the Florida Jennifer Act, for use by any State and any U.S. district, commonwealth, territory, or possession which does not have substantially similar statutory provisions.
