To authorize research, development, and demonstration activities under section 311 of the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 for fiscal years 2000 through 2004.
Authorizes the Administrator of the Environmental Protection Agency to enter into agreements to arrange for the use of other sites appropriate for carrying out hazardous substances research, testing, evaluation, development, and demonstration projects.
