To amend the Act popularly known as the Johnson Act to restore the effectiveness of State laws over gambling cruises-to-nowhere.
Cruises-to-Nowhere Act of 1999 - Amends the Johnson Act to provide that the Federal prohibition on the use of gambling devices on U.S. documented or foreign-flagged vessels shall not preempt States from enacting laws governing cruises-to-nowhere.
