Summary

Requires the Secretary of the Treasury to direct the U.S. Executive Directors at specified international financial institutions to use the U.S. vote to oppose the provision of assistance to Indonesia until the President reports to Congress: (1) an estimate of the amount of material damage done to public and private property in East Timor by militia forces and the Indonesian armed forces; and (2) that the Indonesian Government has contributed to the rebuilding and reconstruction of East Timor in an amount equal to the total estimated material damages there.

Prohibits U.S. assistance for the Government of Indonesia until the President makes such report to Congress. Provides for waiver of such requirements for humanitarian assistance for the Indonesian people.
