Requires the entity selected by the Secretary to receive such grants to submit a plan and design for the center within 18 months after enactment of this Act. Prohibits: (1) such a grant until such entity certifies that funds equal to at least double the grant amount have been contributed by non-Federal sources; (2) the use of grant amounts for the maintenance or operation of the center; and (3) the Secretary from being involved in actual operation of the center, except at the request of the operating entity.
Requires the Secretary to condition any grant on the recipient's agreement to operate the center in cooperation with other Lincoln-related sites and museums.
Requires grant recipients to comply with Federal competitive bidding requirements in center planning, design, and construction.
Authorizes appropriations.
