To authorize the Secretary of the Interior, acting through the Bureau of Reclamation, to convey property to the Greater Yuma Port Authority of Yuma County, Arizona, for use as an international port of entry.

Title I: Land Conveyances - Authorizes the Secretary of the Interior (Secretary) to convey to the Greater Yuma Port Authority certain Arizona lands for the construction and operation of an international port of entry and related activities.

(Sec. 102) Directs the Administrator of General Services to convey a parcel of land in Wyoming to Park County, Wyoming.

(Sec. 103) Directs the Secretary to issue to the Landusky School District, without consideration, a patent for the surface and mineral estates of certain lots in Montana.

Title II: Golden Spike/Crossroads of the West National Heritage Area Study - Directs the Secretary to conduct a study of the Golden Spike/Crossroads of the West National Heritage Area Study Area to determine whether such Study Area meets specified criteria for inclusion as a national heritage area. Requires the Study Area to be comprised of sites relating to the completion in the State of Utah of the first transcontinental railroad. Requires a report from the Secretary to specified congressional committees on study results and a recommendation on its inclusion as a national heritage area. Authorizes appropriations.

(Sec. 202) Establishes in the city of Ogden, Utah the Crossroads of the West Historic District. Authorizes the Secretary to make grants and enter into cooperative agreements with the State of Utah, local governments, and nonprofit entities under which the Secretary agrees to pay not more than 50 percent of the costs of: (1) a plan for the development of historic, architectural, natural, cultural, and interpretive resources within the District; (2) implementation of projects approved under the development plan; and (3) an analysis of measures that could be taken to encourage economic development and revitalization within the District in a manner consistent with the District's historic character. Authorizes the Secretary to enter into cooperative agreements to pay up to 50 percent of the costs of the restoration, preservation, and interpretation of properties within the District, together with appropriate technical assistance. Authorizes appropriations.

Title III: Black Rock Desert-High Rock Canyon Emigrant Trails National Conservation Area - Black Rock Desert-High Rock Canyon Emigrant Trails National Conservation Area Act of 2000 - Establishes the Black Rock Desert-High Rock Canyon Emigrant Trails National Conservation Area in Nevada to conserve, protect, and enhance the historical, cultural, paleontological, scenic, scientific, biological, educational, wildlife, riparian, wilderness, endangered species, and recreational values and resources associated with the Applegate-Lassen and Nobles Trails corridors and surrounding areas. Directs the Secretary to manage the Area, and to develop a comprehensive resource management plan for its long-term protection and management. Allows: (1) the continuation of livestock grazing in the Area; and (2) the Secretary to establish Area visitor service facilities.

(Sec. 306) Withdraws from all forms of entry, appropriation, or disposal under the public land, mining, and mineral and geothermal leasing laws all Federal lands within the Area and all lands subsequently acquired for the Area.

(Sec. 307) States that Congress does not intend to establish buffer zones around the Area.

(Sec. 308) Designates specified Nevada lands as wilderness lands for addition to the National Wilderness Preservation System. Requires such lands to be administered by the Secretary. Allows the continuation of livestock grazing within such lands.

(Sec. 309) Authorizes appropriations.

Title IV: Saint Helena Island National Scenic Area - Saint Helena Island National Scenic Area Act - Establishes the Saint Helena Island National Scenic Area, upon conveyance of such Island to the United States, to preserve and protect its outstanding resources and values and to provide for the conservation, protection, and enhancement of primitive recreation opportunities, fish and wildlife habitat, vegetation, and historical and cultural resources of such Island.

(Sec. 403) Requires the boundaries of the Hiawatha National Forest to be extended to include such Area. Requires lands acquired by the United States under this title to be treated as entitlement lands solely for purposes of payments in lieu of taxes to local governments.

(Sec. 404) Requires the Secretary of Agriculture to: (1) administer the Area under laws applicable to the National Forest System; and (2) amend the land and resources management plan for the Hiawatha National Forest to allow for Area management.

(Sec. 405) Provides that nothing in this title shall be construed as affecting the jurisdiction or responsibilities of Michigan with respect to fish in the Area.

(Sec. 406) Withdraws Area lands from disposition under the mineral and geothermal leasing laws. Prohibits such Secretary from allowing any mineral development on federally-owned lands within the Area, except for construction and maintenance of Area roads and facilities.

(Sec. 407) Allows such Secretary to acquire: (1) land and structures within the Area to further the purposes of this title; and (2) not more than ten acres of land (and improvements) on the mainland to improve access to, and administrative facilities for, the Area.

(Sec. 408) Authorizes appropriations.

Title V: Natchez Trace Parkway Boundary Adjustment - Modifies the boundaries of the Natchez Trace Parkway in Mississippi to include specified additional lands. Authorizes the Secretary to lease land within the boundary of the Parkway to the city of Natchez, Mississippi, for any purpose compatible with the Parkway. Authorizes appropriations.

Title VI: Diamond Valley Lake Interpretive Center and Museum - Directs the Secretary to enter into an agreement with an appropriate entity to share costs incurred in the design, construction, furnishing, and operation of an interpretive center and museum within the Metropolitan Water District of Southern California, to be used to preserve, display, and interpret the paleontology discoveries made at and in the vicinity of Diamond Valley Lake, California, and to promote other historical and cultural resources of the area. Requires the Secretary to enter into an agreement to share costs incurred to design, construct, and maintain a system of trails around the perimeter of the Lake. Provides a matching funds requirement. Authorizes appropriations.

Title VII: Technical Amendments to Alaska Native Claims Settlement Act - Amends the Alaska Native Claims Settlement Act to: (1) make technical amendments; (2) allow the personal representative or special administrator of a decedent who was eligible for a settlement under such Act to select such an allotment if the decedent was a veteran who served in southeast Asia during the Vietnam era; and (3) subject a beneficiary's interest in a settlement trust and the distributions thereon to creditor action only to the extent that Settlement Common Stock and related distributions are subject to such action under such Act.

Title VIII: National Leadership Symposium for American Indian, Alaska Native, and Native Hawaiian Youth - Authorizes appropriations to the Secretary of Education for the Washington Workshops Foundation for administration of a national leadership symposium for American Indian, Alaska Native, and Native Hawaiian youth on the traditions and values of American democracy.
