To authorize the Secretary of Health and Human Services to fund adolescent health demonstration projects.

Directs the Secretary of Health and Human Services to make grants to public and nonprofit private entities for the establishment or support of adolescent health demonstration projects to: (1) provide health care information, counseling, and services, including related social services; (2) serve adolescents before their graduation from high school; (3) encourage family participation; and (4) establish community advisory committees.

Prohibits using grant funds to perform or pay for abortions.
