Summary

Medicare Hospital Outpatient Payment Equality (HOPE) Act of 1999 - Amends title XVIII of the Social Security Act to provide under the Medicare prospective payment system (PPS) for outpatient hospital services for a special payment adjustment for certain visits, among other changes made to such payment system.

Amends the Balanced Budget Act of 1997 to establish a temporary limitation on reductions in Federal payments for covered outpatient hospital services.

Provides for the retroactivity of certain portions of this Act.
